SUMMARY:2021 IBC Accessibility and Usability for Commercial and Residential
DESCRIPTION:Course Description\nThis seminar focuses on the minimum requirements for new or existing construction of accessible commercial buildings and residential facilities for compliance with the International Building Code® (IBC®) and ICC A117.1 Accessible and Usable Buildings and Facilities. It addresses the design\, plan review and inspection of residential buildings and facilities to ensure that people with physical impairments\, visual impairments and hearing impairments can use the facilities.  Attendees will participate in activities that involve questions and answers\, discussion and case study\, performing parts of individually and in groups. \nInstructor Bio:\nKimberly Paarlberg\, RA \nKimberly is a Senior Staff Architect in Technical Services with International Code Council (ICC) at their Chicago Regional office.  Her 12 plus years’ experience with ICC includes working in the plan review and code development departments.  Her responsibilities include code development secretary for the Means of Egress Committee; providing code interpretations; instructing ICC technical seminars; and authoring/reviewing instruction materials\, articles and code commentary.  She is ICC´s representative for development of the referenced technical standard\, ICC/ANSI A117.1 ´Accessible and Usable Buildings and Facilities´ and ASME 24 ‘Flood Resistant Design and Construction’.  Kim is also the secretary for the ICC 300 ‘Bleachers\, Folding and Telescopic Seating\, and Grandstands.’\n\nBefore joining ICC\, Kimberly worked as a structural engineer and architect. She is a licensed architect in Illinois and holds an Accessibility Inspector/Plans Examiner certification.

SUMMARY:Legal Aspects of Code Administration
DESCRIPTION:Course Description:\nProvides code officials with guidelines for administering the legal aspects of codes with regard to enforcement\, prosecution and maintenance. In this course participants will discuss historical consequences of ignoring the regulation of building construction and materials\, and learn how to interpret and applying local government\, state and federal legislative laws\, pertaining to the administration and enforcement of a building code. Participants will also be able to define and apply concepts which are legally important to the administration and enforcement of a building code and establish or document rules of procedure used before a board of building code appeals. By using the guidelines presented in the course\, participants will learn how to effectively testify in a court of law. \nInstructor Bio:\nMichael Mannan \nMichael Mannan is currently the Director of Home Environmental Health with the City of Milwaukee’s Health Department.  In his current role\, he oversees compliance with construction codes\, fire codes\, local\, state\, and federal requirements involving the built environment and pragmatic solutions for funding and remediation of environmental hazards in buildings undergoing significant renovation.  Mr. Mannan has multiple construction code certifications\, fire code certifications\, state environmental licensure and certifications.  Of note\, he is a Registered Sanitarian\, International Code Council Nationally Certified Fire Marshal (FM)\, Certified Building Official (CBO)\, and Certified Housing Code Official (CHCO).   \nPrior to joining the Health Department in 2022\, Michael spent 20+ years in code enforcement\, permitting\, inspection\, zoning\, and licensure strategy\, enforcement\, and implementation in Milwaukee’s Building Inspection department.  Mr. Mannan has been a committee member of various City Committees including the Abandoned and Foreclosed Home Committee\, Building Variance Committee\, and the Zoning Code Technical Committee with the City of Milwaukee.  Aside from municipal management\, Michael Mannan is also an Adjunct Instructor for the International Code Council nationally and Building and Fire Code Academy regionally for architectural plan review\, permitting\, code enforcement\, and inspection.  Mr. Mannan also serves as an Expert Witness for premise liability and faulty design litigation involving health and life safety hazards for national law firms.   \nMr. Mannan has recently been appointed by the Mayor of Milwaukee as a consultant to Milwaukee Public Schools to address the district’s lead poisoning crisis and maintenance concerns\, accelerate the pace of renovations\, and provide guidance for improving the relationships between state and federal shareholders with the school district.
